Those two aren't mutually exclusive.
Norsca has been improved in Warhammer 3:
- Getting some powerful new stuff for their devotion to the gods mechanics (A character on each path, either a hero or lord depending on path, with powerful buffs in its skill tree).
- Being able to conquer everywhere (with the full building tree).
- New commandments
- Able to use strategic resources like furs and iron and stuff, etc.
However many still seem to think Norsca are a terrible army and could use a proper
rework.
When it comes to being declared war on by everyone that is just common sense, you are a chaos faction in a central location with other factions surrounding you, everyone (even many other chaos factions) tend to dislike chaos factions innately.
When it comes to the monster hunts they do sometimes break (it seems like the script running them just stops running), it can often be solved by reloading saves from before it broke (assuming you notice it not doing something its supposed to). However this was also a issue in warhammer 2, so its not something new for warhammer 3.
Well yes, the real norscan factions for me are the playable ones
Oh, i dont dont mind fighting my neighbours and other norscan factions. I expect that as a norscan and i love to confederate them as a warlord . But if the Order faction constantly invade my lands it kinda ruins the campaign. Chaos factions are the ones who should do the invading especially in the end times. This was a problem Norscan faction had in in WH2 and it seems to be fixed in WH3. The game should be balanced in a way that makes the chaos factions more aggressive and expansionistic
