The reason is... because it is what it is?!?
Honestly, warhammer lore has always been extremely confusing, with different editions openly contradicting each other on such small details (for example, 2nd edition Old World Armoury indicates that cannons were introduced to mankind by the dwarfs in the 21st century IC - 5 edition Warhammer armies states that Marco Colombo had his ships outfitted with cannons in 1492 IC).
Outside of lore, game balancing is obviously an aspect so Malakai gets his gimmick just like any other faction (only Franz gets access to Elector Counts, only Elspeth gets access to Amethyst armory etc etc)
If that's the case I stand correct. Have yet to try Elspeth.
Am I correct to assume that Franz, Gelt and Markus still don't get access to grapeshots?
So he kinda doesn't need grapeshot to be OP.
