I agree that the "adds flaming attacks" to a Bright Wizard is kind of pointless. Maybe it is required to avoid the "burned" tag to not override the base "flaming attacks" tag?
The rest of the item is pretty decent though.
There are other cases of pointless redundancies in various factions(and have been that way for a long time now), so it is a coin-flip if it is going to be fixed.
Some of the other items reduce the cost of spells that are universally considered pretty bad. i.e. Penumbral Pendulum. Would be so much nicer if it reduced the cost of Pit of Shades.
I'm hoping CA will listen. In the past I brought up the issue of Lords of Change being weak because they shared the Winds of Magic pool with the multitude of caster Lords/Heroes that Tzeentch fields. To their credit, they changed Lord of Change spells to *bound* spells as I suggested.
