3. buy the base game and then decide if u want dlcs (since u cant buy dlc without owning the base game anyway)

I would actually argue you are better served to get TW 3 and then 1 and 2 in that order because of the races they give you access to.
The DLC is superb do not get me wrong but with TW1 and 2 on sale you get ALOT more bang for your buck as you get the base races unlocked alongside a TON of Legendary Lords for all of them.
That way you can then try alot more factions and identify some favs to make smarter decisions on what DLC to get.

I own absolutely everything so I cannot see the current price but I would STRONGLY advise the Total Warhammer Trilogy above any combination of DLC purchases.
You can usually get TW1 for 5-10 and TW2 for less than 10 bundled even better!
