But only one of them gets applied at a time. When you right click to join an army with the hero, you pick which one. To switch between them, you will need to take him out of the army by right clicking outside the army while selecting the hero, and then have him re-join the army and pick a different buff. Be mindful that you can only do this once per turn, as it is a hero action, and those are 1 per turn only.
Bonus tip: when a hero joins an army, regardless of what action you pick, the army's movement points will get reduced depending on how much movement the hero used, so be mindful of that.

Correct, Runesmiths are a bit unique in this regard, that they have three army actions. Most heroes have only one.
You are also correct on the second point, constant effects (the blue line, so increase/decrease public order, corruption, growth, boost income, etc.) are always in effect in the region the hero is in, regardless if they are in the army or not.
