Look I have -no- idea what the Vlad AI is doing in that campaign, but I can promise you it´s not a sales pitch, it´s just too bloody stupid.

you dont believe me? see screenshot they just sacked steingard with 3 armies, pfeildorf in in ruin, rebels came, you see only 5 of them armies, they have more in the east. and you see 2 armies of elperth not even full stack and thats all shes have lol and still they refuse to take her settlements and destroy her lol, next turn they will come and sack steingard again. thats happening for around 50 turns like that lol XDDDDD
she has nuln reduced to 1 level, no army there and they just dont take it xD

A marketing move would be to make her look powerful, this just makes her look embarassing,
no one's going to quit out of their campaign to throw money at a dlc to unlock the goth-lady being wedgied and having her lunchmoney stolen by a guy from Game 1 who shaves with sulpuric acid.

My guess from looking at the spreadsheet is that the 5 Vlad armies are all just zombies & skeletons and collectively are weaker than the army being lead by Emil von Korden; thus they wont take the city as doing so would result in Vlad loosing those armies when Emil retakes the city
