I know some Factions really need the Unit Reinforcement Bonus granted by sitting in Garrison but its not needed when youre recruiting.
Same Thing when you have Lords solery for Defense. I use that Strategy CONSTANTLY and to avoid negative Traits they sit near Settlements or Choke Points either in Camp or Ambush. They dont get negative Traits and provide the mobile Defense I want. Probably the best Example is the Empire Lord parked directly next to Nordland so the Norsca have no chance to enter there
