Report a translation problem
I think on some lords there's a button to see a 2nd 'wheel' of active skills. But it doesn't seem to work on all heroes/lords. I failed to screenshot it.

You might be right about dedicated button. Maybe I was mistaken between my engineer as lord/hero because I can't seem to find it now and I have campaign with like 10+ armies so it's hard to remember which one was it lol.

Well plenty of characters have their own unique inherent skills as well, but I also fail to see how you get more than 9.

I think you mean the spell wheel, casters who have access to more than one school of magic get a little button to swap schools in battle (just below the wheel to the left of it, a little circle with two arrows).
Edit: I have yet to see something similar for skills
