Basically as coast, you should focus on cove-ing high value ports and chasing down the pieces of eight. Tech towards the carpenter ancillery first (this ancillery is litterally worth millions of gold), then immortal admirals, as they each have a pirate ship. Use the carpenter on your LL until his ship is maxed out, then trade the carpenter over to the next admiral.
Recruit and level up a couple spare admirals just to fill the offices, but your 5 ship lords (plus maybe confederated LL's) should take the prime offices.
Mostly I play noctilus and dont even worry about territory, as coast territory isnt very good and bogs you down defending it, when what you really want to do is go be a pirate :). Dont worry too much about recruitment buildings either, as between your ships and raise dead you should be pretty set for armies, so build for economy/defense/control/corruption/hero cap
dont be afraid to spend infamy, it comes easy.
I hope someday they buff bomber mod ammo count, especially since globadiers (and soon nan-gau grenadiers) have plentiful amounts of ammo.
