Minor skaven faction starts with upgraded lvl 5 capital city
So I was playing Imrik and at turn 8 I was visiting my skaven neighbors (minor faction Clan Carrion) in Nagashizzar and I was really surprized to find they start with a fully built and upgraded lvl 5 Capital settlement and a full army at with high tier units guarding it.

Is this the skaven equivalent of the black pyrmid of Nagash? Will that faction attack me or just protect their city?

Normally they protect. Nagashizzar however has a landmark that is relevant for azhag and arkhan (not so much for Skaven though). Maybe that's why they are so strong as to not get that landmark to easy.

Yes that is a special settlement with a near passive AI faction whoes only purpose is to make it very hard to take early. It also has a pathway with massive speed reduction and mountain and skaven attrition.

Aye those guys will never leave the city so you'll never get attacked. Maybe if you declare war on them they might do something, but I've played all the factions around them and never had them declare war on me.

Small lore dump:
Nagash fought a huge war against the skaven empire over the warpstone that was in the mountain (nagash needed warpstone at that time to even continue to exist, not exactly the height of his power), and actually ended in a draw/stalemate. The skaven and nagash reached an agreement - The skaven would provide slaves, and nagash would provide an amount of warpstone based on the total weight of all slaves. (The skaven then decided that they were getting the better of the deal by capturing orcs and selling them, because they weighed more).

Afterwards, it became the ultra-fortress to end all ultra-fortresses, the capital/throne of nagash.

So one can presume that nagash is, at the moment, still dead-dead, and clan carrion are the keepers of the fortress. Or maybe just the clan that trades to them on behalf of the skaven empire. Or something.

But mechanically - theyre a placeholder for if/when we get nagash dlc.

Yes and there's also Zharr-Naggrund as the Chaos Dwarf capital of the world starting as T5.
These factions all have in common that you generally cannot ally them or trade with them, except the C-Dwarfs having various deals with their capital from the start and can confederate through a faction mechanic.

But Nagashizzar has a too large negative modifier to accept any deals whatsoever.

They also then betrayed him by giving a warpstone blade so dangerous it would kill whoever used it to Alcaddizar, who killed Nagash after he cast his ultimate spell that created the Tomb Kings, and then mined Nagashizzar to hell and back until his eventual return. So ye we can assume at this point they are the clan that got him killed and kept hold of it, though honestly with how Skaven are it could have changed hands a billion times in the meantime.

We can only hope he will return soon to retake his fortress.
There are currently two settlements in the game that start as Tier 5 on turn 1 of a campaign and those are Nagashizzar and Zharr-Naggrund. They are meant to start as tier 5 due to lore. There used to be garrison cheese strats to get Nagashizzar as Imrik very early and abuse the fact that you own a Tier 5 High Elf settlement to make his campaign a breeze, but I think they have been patched since.

The Black Pyramid starts at tier 3.
In Inrik's campaign I've already noticed two strange things, this is one of them, the other is that the Elves have been at war since the beginning and haven't made peace even though the influence between them is extremely positive
- To conquer this capital you need two full battalions together
