Don't buy any DLC until you know you like the game and have played the base lords.
When you've done that decide what faction/lord interests you, then only buy DLC for what you plan on playing soonish. There are fairly regular steam sales so buying everything is probably a waste of money given you probably won't play everything before the next sale.
That said WH3 isn't horrible, but it *is* a total mess under the hood. Unit responsiveness took a massive dive, sieges are a cartoonish minigame by comparison to older TW's and the AI in some cases is full on broken. (To name just a few of its flaws.)
If you hated game 1 then this will be more of the same but in a more streamlined package.
Some people are even in both groups.
Play it for yourself and find out which you are.
If you ever see this game and some DLCs etc. for like half off- then I'd say go for it.
I did. 24$ is a decent price for WH3.
And which units are available to that faction, but most DLC units are unneeded.
So, yes game is fine without DLC. A couple of factions really benefit from having DLC a couple of specific DLC, but that's going to happen when there are like 20 races.
I'd specifically advise against ever buying more than a couple of DLC at a time. You are unlikey to play the game enough to ever get around to every single Legendary Lord, so only buy DLC for factions you want to play in the near future, and even then, only if the DLC lord/units interest you over the base version.
