This is the 2nd time they've split up dlc and done this. Not the first
So since they are now launching them as 3 individual DLC with a 15% discount if you get them all, they can't offer a pre-order discount.
They 'could' put them on sale for the first week, since the pre-order discount lasted a week after launch, but yes, it appears that they've stopped doing that.
But won't the game be "unplayable" because of the dlc breaking mods? So your concern is warranted.
Due to Steam's store rules you can't pre-order a bundle.
Therefore CA don't allow pre-ordering so that people who want the bundle don't accidentally miss out on the bundle discount by pre-ordering the three separate DLCs.
It will indeed make the game unplayable because it will in fact brake all the mods, yes.
