I'm just defending my opinion based on my take on what OP meant, from people miss-interpreting it. Which didn't have anything to do with the context you were applying to it. You can all keep jumping down my throat all you want, unless OP states he's talking about playable factions in your context than I'll keep defending my comment because that's my answer.
The Ottomans don't exist as such in Warhammer, the closest might be the chaos dwarves, although they seem closer to the Mesopotamians, they have an Ottoman flavour (slave-based civilisation, janissaries equivalent etc.).
Norsca are a mix of Vikings/Celts + Turkic Hordes/Mongols
Thats the thing with Warhammer, there is no specific representation of one particular civilization, rather they are inspired by a combination of them.
Bretonia: Franks/Bretons/Normans
Empire: Holy Roman Empire + some British Empire
Southern Realms: Estalia (Spanish), Tilea (Venice/Genoa), Border Princes (Greeks/Byzantines)
Greenskins: Sub-Saharan African tribes + English Hoodlum football culture (lol)
Lizardmen: Aztecs/Maya
High Elves: Atlanteans (more of a mythic civilization)
Chaos Dwarves: Babylonians/Akkadians
Ind/Kuresh: Indian + Malay/Burmese/Thai
The obvious ones:
Tomb Kings: Ancient Egyptians
Araby: Arabian Culture, Mamelukes/Moors
Cathay: China
Nippon: Japan
This is just my opinion btw.
The Empire isn't based on the Ottomans, I would say. The Empire is based upon the Holy Roman Empire.
I don't think there is an Ottomans equivalent, closest would be Araby.
For me the High Elves and Dwarfs are inspired by the High Elves and Dwarves of Tolkien's Middle Earth.

Bretonnia is a mixing of Arthurian Legend and medieval France I would say more than the Ottomans.
Repanse is Joan D'Arc and there was a real medieval French Knight called Gilles Le Breton. Obviously the Lady is the Lady of the Lake.
The Fay Enchantress is Morgana Le Fay from Arthurian Legend as well.
