You get Immortal Empires for free if you get WH3. With DLC? Just play the base game and see what races you feel like trying out over time.

There are three campaigns:
  • A short prologue/tutorial.
  • The narrative campaign called the Realms of Chaos that focuses on the races added in this game and has a more focused map and scope.
  • And finally there is the Immortal Empires campaign which is all of the races of all three games combined into a single map covering the entire world, it has a more sandbox style of game play and when that mode released you needed to own all three games to play it.

You no longer need the first two games to play the large combined map.

Buy this game and play the base game races to make sure you like it.

The important thing to know is that all content is in the game regardless of you owning it. Every Lord released will be on the combined map.

Buying DLC allows you to play AS the lords from that DLC and unlocks the new units for those factions.

Only buy the DLC of lords you want to play as. As an example if you never want to play as the Chaos Dwarfs then don't buy that dlc, your experience playing as any other lord in the game will not change at all.

I would also recommend only buying a DLC if you plan to play it's lords soon, there are regular sales every 3-4 months and there are hundreds of hours of playtime to play every lord somewhat briefly.

Buy the base game (Total Warhammer 3), play around with some of the races you get from that, decide what you like and what else you'd like to play as, then go looking for which DLCs you want to buy.

You no longer need to own the first 2 games to play the large combined map, now you only need game 3 to get access to it, so there's not much reason to get the first two games unless you want to play as the races featured in those games.

Besides the base game Total War: Warhammer 3 to unlock Immortal Empires, buying its two predecessors on sale probably offers the best bang for the buck, because they unlock four major races each.
