everything is already in the game for the AI.
So play a little to see what appeals to you, or get DLC for the factions you are most interested.
Getting the base games can be good, but isn't necessary. If anything it's like buying the WH1 or 2 is like a "starter pack" for a trading card game. You get the "starter" army, but getting a DLC instead, will give the army AND added units.
Check out the DLC after you have played a bit to get more context of what it really adds.

Every race has it's own unique campaign mechanics, units and playstyle. You may love one race and hate another. You have to choose based on what races interest you personally.
Empire, High Elves and Cathay are popular races. Since you own WH3 you can play a campaign as Cathay and then decide if you want the additional content.
It's important to remember that the 'content complete' game has hundreds if not thousands of hours worth of content.
Shadows of Change gives you access to The Changelings magnificently fun and diverse campaign with many different ways of approaching it, Yuan Bo's commandments which lets you pull of lots of fun strats and Ostankya's Curses and Hexes which are great to expierment with. They are also all base WH3 factions that don't have any other DLC released for them at the moment so you don't have to worry about missing out :^) (Except Tzeentch which are just the WoC variants)
This DLC also includes legendary hereos for each faction, and includes 5 instead of 3 units for each faction as was typical up until Shadows of Change.
WH1 gives you access to The Empire and The Dwarves which are extremly powerful and really fun right now after having just received a rework and new updates even without their DLC, greenskins have Waaghs and Vampire Counts can insta recruit late game units depending on if they are near any giant piles of corpses from "legendary" battles.
There is no "Most value for the money" as everyone has more fun with other factions then others, and this is all very subjective.
There is probably the most FLC for the WH1 factions, so you might get the most bang for you buck buying WH1 for this game.
Now if I were to recommend a campaign and DLC, I'd say try a Be'lakor campaign and if you like him, buy the Warriors of Chaos DLC (Who adds Archaon, Sigvald and Kholek) and Champions of Chaos DLC (Adds Azazel, Valkia, Festus and Vilitch)
But if you are a newcomer then I'd say try a Cathay campaign (Zhao Ming was by far my easiest experience, more noob friendly)
You could also buy WH1 if you want to play the Empire, Dwarfs, Greenskins, Vampire Counts
or
WH2 for High Elves, Dark Elves, Lizardmen and Skaven (Tho Skaven are incomplete without a particular DLC)
These factions do transfer to Warhammer 3 when you own those games, tho lets say you just want to play High Elves, then all you need to do is buy a Lord Pack DLC that has High Elves, you get access to their FLCs as well.
