But all being well with thermals running legitimately more demanding games (and this one is no slouch despite not being a big AAA number) then...
Resolution used makes a difference. A card that's effectively a 1070ti with less VRAM isn't going to do whole lot better at this point than my 1070 did for ultra preset at 1080p... in Warhammer 2. Add the ~20 fps drop at ultra from Warhammer 2 to 3 and you're definitely looking at capping fps and/or dropping/tweaking some settings down from ultra to smooth things out. Not a huge loss, this kind of game doesn't survive or thrive on higher fps alone.
This covers battles primarily... the campaign map though is well known for running harder for significantly less fps, to the tune of 20-30 fps, in every spec I've used.
Other specs may weigh in here too. The older the CPU the more it'll bottleneck at lower res. Generation, speed and cap of RAM may account as well.
End of the day, even with a 3070 desktop/3070ti laptop at 1440p I run this one at high preset as it's both more forgiving to the cards limitations, chiefly that 8Gb cap, and delivers more fps with lower temps for no discernible loss.
Only if you are so focused on reducing fan noise that you cause the GPU to overheat. As long as your GPU isn't constantly hitting 90 deg C or higher, you're fine. A bit of fan noise is not a problem, an irritation maybe, but not a problem.
Should have bought a quieter GPU.
Lowered my operating-temps from around 80 to around 60, so it was up in throttling-territory even if it perfomed as expected in a number of games. Had just changed for the cpu which also had way to high temperatures & practically no paste left (had not even touched it in 5+ years).
Not a recommended move for people with newer cards, but if you like me have had the same card for 5-6 years it might be a good move to open it up and replace it if the temperatures seem a bit high. Just as with the cpu the paste doesnt last forever.
Try playing the Realm of Chaos which only has the parts of the world relevant to Warhammer 3's storyline, and way fewer factions and territories.
If the issue persists on the smaller map, it could be something else going wrong.
