Adding the DLCs (TW, Paradox, other), I have no issues. It's normal.
(and if you're "smart", you wouldn't buy them full price, and find yourself some juicy deals around, as ~ probably ~ everyone)
For DLCs? well if you think about Warhammer 3, all those DLCs (including Base games 1 &2) were released from 2016 to now (almost 10 years). So I see no problems here since they are not just quick cash grabs released by the Dev.
Sadly, if you are late to the party, you shouldn't complain.
That said, you dont need everything at once. Also, only buy dlc when there's deals.

The Sims 4 and Train Sim
So the obvious answer is no, no game should ever cost that much.
But your premise is either flawed or disingenuous in nature because you seem to imply the cost of all the dlc, which were released over the last 8 and a half year, are added to the game price. Which they are not.
So unless you have a car with every possible option installed it's not a car?
Your average 60$ game gives you about 30-40 hours of entertainment, 100 if you're lucky.
Every faction DLC in Warhammer gives you at least that much entertainment, if not more; because a play through of their campaign is going to take you about that long.
Also, you're acting like you need to buy every single race, you don't. You only need to buy the ones YOU personally want to play; they are all in the game to fight or ally with.
Ie. You don't need to buy "The Vampire Coast" DLC to have Vampire Coast as a faction in your game, you only need to buy them if YOU want to play as The Vampire Coast.
