I can't sustain battles as Arbaal to keep momentum.
Everything is like 1.5x turns apart in his start position. I've secured my home turf, sent out a raiding army up north and have my main force marching south east. Having a chaos warriors stack online by turn 5 is funny and effective, but I keep only maintaining 1-2 levels of rage because every settlement is like a turn and a half away. What am I missing? He doesn't seem to have any movement replenishment like Skarbrand, Valkia, Taurox, etc unless you count the uber expensive one in the skulls tree.

dont raze settlements immediately, sack them, and there will always be a battle available for you to keep up momentum. I had no issues keeping max to almost max.
If i was at risk of running out, i would sack, and run back and forth between a couple of towns to feed on the recovering garrisons to keep momentum going.

Its a good strategy that has 1 weird effect, next to no skulls for the skull throne.

Depends on the area. Some places can have a fight(or more) every turn, as you bump from settlement to settlement.

Teleport to a challenge, win, attack everything around it. repeat.

you're supposed to teleport from one challenge to another directly. You don't need to come back to your own province. Having an army of mostly chaos warrior here is more than enough to handle whatever would be happening, while Arbaal gather his special currency and money from killing his targets and sacking whatever is around. Since he has a special buff that will create a blood host whenever he wins against a challenge and has a 20% of creating one on any other battle, you can also leave behind multiple bloodhost after each challenge, that will contribute to bring back more money through razing whatever is nearby, before getting wiped out.
Arbaal isn't really a faction that wants to extend in a large empire. They're more than fine with 2-3 provinces max while Arbaal quickly ramps up to lvl 50 and becomes completely unstopable.

Skull tree? Are you talking about Skulltaker with his "Cloak of Skulls" mechanic? Or just the research tree?

If you are truly talking about Arbaal then he has a super easy teleport system, he can teleport to a new target every single turn with his "Challenges of Khorne" mechanic, going all over the world.

This. He is literally chaos Oxyotl on rage crack. You get 1 turn global recruitment and you can adopt encamp stance whenever you like. Why would you NOT teleport around sacking and razing stuff for money?

Skull Throne.

Like people already said, just keep using his mechanic to teleport around and print Blood Hosts. Why wouldn't you do that?
Arbaal is extremely easy compared to Skarbrand and skulltaker because of his starting position. You have numerous allies, and strong ones at that.
To sustain economy, sack then raze/occupy.
