If i was at risk of running out, i would sack, and run back and forth between a couple of towns to feed on the recovering garrisons to keep momentum going.
Arbaal isn't really a faction that wants to extend in a large empire. They're more than fine with 2-3 provinces max while Arbaal quickly ramps up to lvl 50 and becomes completely unstopable.
Skull tree? Are you talking about Skulltaker with his "Cloak of Skulls" mechanic? Or just the research tree?
If you are truly talking about Arbaal then he has a super easy teleport system, he can teleport to a new target every single turn with his "Challenges of Khorne" mechanic, going all over the world.
This. He is literally chaos Oxyotl on rage crack. You get 1 turn global recruitment and you can adopt encamp stance whenever you like. Why would you NOT teleport around sacking and razing stuff for money?
Like people already said, just keep using his mechanic to teleport around and print Blood Hosts. Why wouldn't you do that?
To sustain economy, sack then raze/occupy.
