Even the two examples you listed for horde factions, Nakai and Beastmen, are semi-hordes, with a means to hold ground to prevent enemies from recolonizing easily.
Sorry that your favored method of playing is getting left in the dust, but tbh... I really didn't like old WoC, and always got a mod that let me settle down, and build an empire. Really like how it looks now, though, with dark fortresses that provide you with everything you want, and let you have a vassal. Honestly, I'm planning on giving just ♥♥♥♥♥♥♥♥♥ of land to my vassals in exchange for money. Don't have to worry about building up an empire if someone else is doing it for me.
Old warriors of chaos wasn't really fun, I played the everchosen once, steam rolled through everything cause his units are just superior (easy difficulty) and just ended it when the long campaign requirement was met because there was no point in trying to have a "full empty map". Plus if i remember correctly the faction was melee dominant outside a siege unit and the horsemen with spears was kinda of boring too. I was hoping the rework would bring life and variety which seems like thats what it did, however the horde mechanic was completely removed which was ultimately upsetting. Its not a break it or make it situation for me however it makes me afraid of not getting anymore Horde DLC factions / leaders.
Regarding the Wood Elf comparison, they seem to work a similar manner settlement wise where you have very limited options in the outposts and almost all the buildings that matter will be in the Dark Fortresses. But based on what they've shown so far, they have a much more generous economy. Since their main goal still to wipe out all the other factions, while the WE's a supposed to keep a much tighter force protecting only the magic forest settlements. The WoC are also encoraged to fill the gap in between their fortresses with (mostly Norscan) vassals.
People said they weren't fun and I guess CA agreed.
