What's a good race to turtle with?
I like turtling, building a solid defensive power and then expanding. Nurgle maybe?
I've only played a few races.

defense doesnt exist in this game
you just right click on easy win settlements faster then you lose them
definitely not nurgle
the only strong defense nurgle had was its towers wich are now gone

I think maybe races that get great amount of gold from post battle and sacking.
But for any "turtle" or "building tall" campaign starting position also matters a lot.

That being said, Wood elves are a classic turtle/building tall race, though you also have to play the diplomacy game if you don't want to go through hell on the hardest difficulties.

WEs are great at turtling but not so much at expanding. Empire, maybe? The sheer amount of enemies forces you to defend at take it slowly, with plenty of options for expansion.

Nurgle does reward a "build tall" method as you have to tend to your cities with plague and spread disease over time. he's also a slower army so you do have to focus on expansion planning.

You literally have to expand to win the game. So you shouldn't be turtling anyways.

Only with some faction starts you want to go slow a little bit but other than that you gotta take a settlement per turn(or two depending), more if you are skarbrand.

I haven't finished the campaign yet, but I think you can turtle just fine as Cathay (Miao Ying) in the Chaos campaign, because the goal is not to expand, but to get the souls from the gates.

And with the fantasy Great Wall and Cathay's ranged and artillery units, they are good at defense.

Miao Ying. Download some of the mods that make the Great Bastion as impassible like the empire forts so it actually functions as the great bastion and you have an entire faction dedicated to turtling. Cathay in general functions like a bowl similar to the Empire. It has the Great Bastion to the North, Ocean to the east. Mountains to the West and South mixed with currently unusable terrain and ocean. That might change when Ind and the other countries get added but for the moment aside from the factions already spawned within the bowl nothing is coming from the south or east since the AI can't use Sea Lanes. The North starts owned by a friendly faction and once you defeat the rebels to the south west you can make alliances with the other cathayans and hold the chokepoint that is the western entrances.

Like the Taurian Concordat does whenever Cappellans come there way. With a well trained air force and lots of shotguns.

Defences were just patched out of the game, no such thing as turtling any more.
