How does Tzeentch attack walled settlement outer towers?

Am I missing something in this roster, can any unit actually fire upon the outer wall towers in a walled city settlement siege. My Soulgrinders aren't able to target the tower with there ranged attacks.

I don't attack outer towers with any faction. Just go over the walls/through the gates.

soulgrinder is a missile monster,
you need an artillery unit to attack those tower.

This. You are playing the game wrong, if you try to attack towers.

You have to run before towers with your lord or other fast tanky single unit. Otherwise towers will destroy half of your army on the way to walls. Alternative way is recruiting allied artillery. You should be able to ally skaven and recruit their catapults.

You attack outer towers with any faction having artillery. More than that you attack walls before towers in order to kill wall defenders for free.
