I'm running a ku'gath campaign at moment so was about to drop suggestions. Lol
How do you mean? Via sea lane?
I think Tomb King and/or dwarves will just declare war and delete my initial province as soon as I am far away, no? They are both -40 because of aversion and that's just at the start and getting worse.
You don't have to stay in the starting area. You can always come back later once you have a better foothold elsewhere. Maybe there's an easier start for him.
But somehow devs must have had an idea when putting him on the Turtle Isle. My only other sensible option, since it's impossible to defeat the garrisoned tomb kings or dwarves, it to strike east vs Tzeentch... I bet you a hundred bucks as soon as I go there the southern SOBs will declare war and erase me though.

Now that's a hard one.
Rakarth has 80% ambush chance while in a jungle so you place him on the border towards Tomb King Willy. Then declare war on him. However that alone does not lure the SOB out so you need to put another lord nearby. It seems that making him (the decoy lord) recruit any one unit acts as a kind of AI magnet and Sandy Sal will come rushing out of his precious garrison like a shot. Ambush battle is easy win but even if he RNGs and it's a normal battle you should still win (be sure to play it manually or you will probably get pyrrhic victory).
After that you can siege his city, it's too well defended to win outright.
From there you have broken the deadlock situation and can normally go down the coast. In my campaign the dwarves were busy with the Skaven, after I secured the coast line by deleting Tomb King, I took their fortress and immediately left it again to be out of range of the Lizardmen nearby who had declared war on me some turns before.
Right now at turn 47 I have a very strong alliance with the Pestilence clan skaven and we are well underway to conquer Lustria whole. There's the expedition force, Bretonnia and Vampire coast still around but none of them ALONE should be a problem. Tough luck, I am strength rank 4 and rank 6 (Tzeentch) is coming up from his lil island. This is gonna be a very nasty multi-front war.
Anything for Lustria tho. And loads of sweet adorable BEASTS!!!
