Report a translation problem
The nice thing now is that you aren't obligated to get WH3 DLC - you can buy the Tomb Kings, or a DLC pack like Prophet and Warlock and unlock a great Skaven lord (Ikit Claw) and an underrated Lizardmen faction in Cult of Sotek.
As for the mixed reviews that can be explained in the following manner:
Ogres - Were a preorder bonus and with only 2 lords (and until this update 3.0, Greasus was awful in combat) it feels expensive - a recurring theme, lol; considering a bunch of us got them for free for pre-purchase or within the first week.
Warriors of Chaos (WoC) - Comes with the standard 4 Legendary Lords, but a lot of their roster is just really just Variants: Mauraders of Nurgle, Tzeentch, Slaanesh, Khorne. Well, there's 4 units right there! Sure some brand new units were included, but it's their faction you want to play as.
They are much more enjoyable than their actual Chaos lords:
Festus is WAY MORE enjoyable that Ku'gath. Plus he also gets the plagues, but without the annoying building scheme. You capture Forts, and Vassalize Empire factions; pretty great.
Valkia (imo) enjoy a better start that Skarbrand; she has the entire Nagarothi Norscan lands to build up Dark Fortresses; plus access to Magic.
Vilitch, unlike Kairos has the perfect starting location; tucked away north of the Bastion, and allowed to expand right along until you're powerful enough to head South.
Finally, Azazel is just a nicer start than N'Kaari - not saying N'Kaari can't get rolling fast; certainly enough enemies. But Azazel is like the ideal Slaanesh campaign
But yeah the common gripe is 'reskin' for this update.
Now we get to Chaos Dwarfs; one fewer lord (only 3 this time) and a price increase which (in certain regions) pushes it closer to the cost of the base game.
They are however completely different from any other faction in WH3; they clearly have inspiration from other factions (Cathay Caravans, Skaven settling, Econ is really from Troy TW, Dread for Unit Caps from Beastmen, Scrap mechanic from Greenskins for their Armament/Roster buffs) but their implementation means you have more to consider than simply: Acquire > build > Level up > Move on.
You've now got plates to spin, many in fact; in order to ensure you can build, recruit, and advance as the Chaos Dwarfs.
Again, I would play a few (standard) campaigns, and when you get bored; then look into another faction or DLC pack.
Just to clarify, the DLC itself is called Champions of Chaos, though they're a part of the race Warriors of Chaos.

CoC is paying for reskins and cut content, Chaos Dwarves is paying premium for less content (be patient and wait for a good sale).
Once you are familiar with it. Pick your favorite faction and buy their dlc.
The mixed reviews are due to the TW players being very picky and even a little ♥♥♥♥♥♥ some times. (I'm guessing that the youtuber "legendoftotalwar" might be responsible for this to a certain degree as he is talking very bad about the game in his videos quite often...) There are better and worse DLCs of cours, but if you enjoy playing a certain faction, you then probably going to like the DLC(s) to this faction too.
The DLCs' units are in the base game already, btw. So, the NPC factions will use them and thus you really only need DLCs you want to play yourself.

the Chaos champions is very good. the silence and the fury too. the one of wood elves + throt the unclean is very good.
the chaos dwarfs is not very good and is very expensive.
BUT you must like the faction is in DLC. I love Chaos so I love chaos champions. I love Beastmen so I love the silence and the fury.
If you like some faction the dlc would be good choice. BUT wait for a sale always.
