Chaos Dwarfs can't confederate?
Hi guys, I have a quick question.
Is it normal that it seems chaos dwarfs can't confederate? The option simply isn't available in the diplomacy tab. I'm not at war with any of their allies or anything.
I figured it was a bug, so I started a new campaign just to make sure of it and I still don't have the option to confederate other chaos dwarfs.
Is there something I'm missing?

You confederate via the Tower of Zharr, by spending 600 Influence after you complete 2/3 of the level 3 part of the tower.

you can confederate at the last stage of the tower of zhar
