It's nice to have an element of chaos in the campaign, no pun intended.
I can see that but the way they just spawn out of nowhere is vexing and immersion breaking. They need some mechanic touch-ups (much like everything in this damn game).
"Surprise threat" does not work in this style of gameplay where it takes me several turns to match from point a to point b, in civ the barbarians were not nearly as annoying and you could always destroy the camps and eventually be rid of them.
Treat rogue armies like beastmen. Wipe them out the moment you see them and make sure they're completely exterminated.
Just my opinion on how you could "fix" Rogue Armies without removing them.
Rogue armies spend several turns raiding your land to build up their forces. And since supply lines are much, much less punitive in game 3, you can always hire a defensive army and react in time. But not all of them go aggro anyway, it depends on their personality traits.
