Skills that just provide buffs to every "artillery unit" for example I assume should though.
If they build a outpost then you can't built their units. They can build yours. The one owning the outpost gets that option. You need to build a outpost in their settlement to build their units.
All someone else's outpost does for you is add a few units to the garrison from the race that built it (There are exceptions, for example Warriors of Chaos outposts buffs Norsca income).
As Elite already mentioned, When it comes to buffs it should only work on those semi-rare buffs that buff (for example) "all non-demonic units" or "all infantry", basically the buffs that are non specific.
