i would call the game "its more waiting then playing" sadly... This was the same with rome 2 but they fixed it there. I hope they can do something with WH 3 too...
HDDs are mostly obsolete now in favor of SSDs.
Several years ago I upgraded from a regular HDD to a new SSD and it reduced load times by at least half for Warhammer 2.
I highly recommend upgrading to one. You can get a decent sized quality one for about $75 give or take. I use Samsung personally.

Edit : read through. Definitely grab an SSD. It's a huge difference all around.
I'm running the games from M2 since the second, but I played multiplayer with a friend who ran it on ♥♥♥♥♥♥♥ laptop.
The loading times can definitely get that bad, and that was W2, I think it fair to assume W3 would be an even greater load.
