yeah, they do rather count as horde-faction with some exceptions. They might built rag-tag thingies, if they stick to one place longer than needed, but usually are looking for spoils and mostly WAR/WAAAGH.
The various orc-tribes have usually their home-regions, but are not really bound to them.
A horde-approach for Orc would be well fitting - but designing a horde-faction isn't CAs strongest suit.... (both DLC hordes for Troy are actually quite fun)

wood elves dont really have a capitol, but the giant tree in the middle of the forest to the north of brettonia is their kindof capitol, oak of ages i think its called
norsca is a bunch of tribes, not a unified people
ogres also scattered tribes not even goldytoof can claim his hometown as a capitol
and demons are demons, they live in another dimension and locations dont do locationing over there since time and space are diffrent
You have several tribes defending it at all cost against invaders - you might even only take a step into Athel Loren. Though, it's not really a tribe-culture in a sense....thy would stand united against any immediate threat.
(just to get it off my head: its basically wood-people living in scrubs and bushes and ruled by some overlord*lol* )
Athel Loren consists of 12 realms - each ruled by a highborn. it's in theory the most "woke" (darn do I hate that new stuff) faction ever - because they do not care about male/female.
