Yes, they did something great, but imo, it would feel like a damped version of Warhammer, with less diversity.
Also, just like Star Wars, they're already too much about LotR around recently, turning things into an overdose (or just a easy-money magnet...).
If they were to do it, so be it.
Yeah. Plus, the best thing about LOTR is the individual characters and their stories, not battles and conquest. I'd go as far as to say that the whole point of LOTR is the individual stories rather than the fights.
Creating these games by CA would create fans, get the franchises the right spotlight it needs especially now with immersive gameplay and being loyal to the lore/galaxy both Tolkien and George created. CA has proved that they can create Warhammer universe, I believe they could create something really good with both SW and LOTR.
(LOTR would be a safer bet due to blasters)

A LotR total war would just be a watered-down and more bland Warhammer Total War.
I like LotR but I wouldn't buy it.

Creating a LOTR game focused on battles and empire building would be about as far from honoring the Tolkien as you could get.

And by the way what does "too much Lord of the Rings" mean? The last (good) Middle Earth game was Shadow of War and that was released in 2017.

Depends what you're looking for.
You expect a warhammer title to have fantasy, variety, one man armies, weird stuffs and magic, lore accurate thingies from both TT and TRPG, etc.
I expect historical title to be more polished in every other aspect, including diplomacy (I love you 3K...), theme, musics, strategy (*cough* debattable) and other things to make an historical game attractive (better sieges, better diplomacy, etc...). In short, something more realistic.
I like both no matter, but the feeling is different.
When playing TWWH, you play the Legendary Lord, he's the one who matters.
When you play a historical title, you play for the faction.
Warhammer 40k allows CA to print $ to mend some lost money on previous brain fart decisions.
