Not long. Number of settlements doesn't matter when they fight several factions who all will just gobble them up before they have an army. But, sure, go ahead.
AI allies are unlikely to do very well on their own. There's good reasons for that - CA doesn't feel like leaning back and watching your allies conquer the world for you is a good way to play the game.
Your allies don't get the same penalties they used to at launch, but they're still not going to do that well.
