Overhauls the ogres in general, generally for the better I personally think, one of the changes it brings is that camps can be moved - albeit slowly, as you suggested.
Would be great if CA would implement it themselves.
The way they are implemented is in some ways a big advantage... but it takes a time getting there. Perhaps the LL's could have 'landship' camps, like vampire coast LL's? Not an ideal solution copying some old faction's mechanic, but it's an option at least.
Rather than seeing them as a thing to place temporarily use them as a means to block off entrances to your territory - recruit units in the camp to them to defend them, then if you need an army in a hurry you can move the came garrison onto a new lord and so instant army.
The cost in developing them is meaningless given how much you can get from sacking, and given that level 4&5 settlements are useless you should sack every thing
