Could it be done? Maybe? Don't know if CA has released the complete set of tools to allow total conversations, but again, Games Workshop will come in and shut it down in seconds (or more like CA will do it to protect their contract with GW).
Could you make custom models and animations for all the units, a custom map and custom factions and remake the games within the confines of what does exist in the present engine? Yes those are all possible, and since it's historical stuff and not actually IP it would be legally allowed.
Would anyone actually do this? I very much doubt it.
