So in case I'm right there: You can only confederate Brettonians if you're actually playing a Brettonian faction, Empire is a different race.

She can, just not via technology like the other ones. She's got a different tech tree.
You have to do it the regular diplomatic way.

There is no benefit after 150. Other factors that help with regular confederations for all factions:
-Military Alliance
-Player is much stronger than AI faction
-AI hasn't expanded recently
-AI is threatened by being in too many wars, or is at war with a much stronger faction
-Their legendary lord is dead.
You can use a military alliance to force them into wars, or trade them low value settlements to drag them into pre-existing ones. The AI values Military and Income buildings quite highly.
If they are almost ready to confederate while military allied you can borrow their armies, and that will reduce their faction strength rating and boost yours.
Some factions have mechanics that allow them to skip the normal confederation process, but none of them should do it 'unprovoked'.
