so there are good races and bad races.... but are some races just "neutral" :/

In general, there are three major "Alignments":

Order
Chaos
Forces of Destruction (I.E. Skaven, Dark Elves, Ogres, etc.)

I honestly think the only true neutral faction is Tomb Kings. They just want their desert back lol.

I really don't think of it like that really all the factions hate each other with varying levels "murder them now and THEN these guys after" even the "allied" races fight each other in lore. Chaos is VERY divided, the dwarves will go after anyone they have grudges on (basically everyone)

Pretty much a case of "i hate these guys more so kill them first"

Order is not good. Order means the forces that try to fight and stop Chaos.

Chaos are those aligned with the Chaos gods, not evil perse, but twisted and warped.

There are factions / races that don't give 2 ♥♥♥♥♥ about Chaos. Ogre kingdoms, Greenskins. They will fight chaos because it's a good fight and they enjoy fighting, but they can and work with Chaos forces for the right price.

Tomb Kings generally are the ornery old man with a shotgun threatening to shoot you if you get on his lawn. The world around it can burn for all they care, but don't you dare set foot on their land or heaven forbid, steal from them. They will hunt you into the chaos wastes itself.

You're thinking in AoS terms. Warhammer Fantasy never really had a rigid categorization system like that for the different factions like AoS does. The Order, Chaos and Destruction factions thing is more of an AoS thing despite technically existing in later editions of Fantasy. It's better to think of Warhammer, both Fantasy and 40k, as having more of a Rogue's Gallery. You have a bunch of different villains like that have little to do with each other most of the time and who sometimes team up in some stories. Of course races like Greenskins, Ogres, Wood Elves and even Lizardmen have to be pretty brutal and while not being evil because this is a grim dark setting we're talking about here or because they are just too loved by the fanbase to be purely villainous.
