Could it be a Total War game? It wouldnt fit well. 40k is fundamentally World War inspired. World War period is where the Total War tactical battle formula falls apart. The blocks of soldiers needed to make TW work only exists in 40k as an abstraction forced by static plastic figurines. Functionally its the same reasons why TW WW1 doesnt quite work and TW WW2 would not work, much less anything more modern.
A better strategy game to model a 40k game's tactical battle on would be something like Steel Division or Warno (or pick your preferred related title). The TW strategy map would fundamentally be fine.

As always, I hope it becomes a reality one day.
They can easily make a 40k game work, using the Epic style of battle. Has blocks of infantry, tanks, flyers, titans etc.
You underestimate how much things canbe changed to suit 40k, TWW already has ranged units, flyers, monsters, magic etc Lots of elements are already catered to by the engine.
Its so tiring seeing people like yourself repeatedly decalring 'it wouldnt work in total war' when it totally can.
No it wouldnt. It would just be larger scale, but would function very similarly.
Naysayers like yourself are going to be proved wrong. Games and their engines can be adapted and changed you know? nothing is set in stone.
