Are unusual locations random?

Does every region have a chance to get a random unusual location or are they always the same ones in the same locations?

I've seen the wine building pop up in Ulthuan as well as the old world, so it's random atleast to some degree.

CA said most of the current locations are Old World based, so I assume there is some kind of geographical limitation applied to them.

Some randomly pop up in any settlement. Others only pop up in specific locations.

Glad to hear it. I really like the idea of these locations possibly being anywhere. Adds a lot of flavor to the game.
