How to confederate Grombrindal ?

We're in the middle of a 3 player coop campaign, and our dwarf player doesn't have confederation options for grombrindal. She is playing as Thorgrim. We have made contact with him, in fact she shares a border. The option to confederate him is not there in diplomacy (other options are there) and neither is he present in the book of grudges legendary lords tab.

What are we missing ?

He must be missing DLC for him, it's a FreeLC if I remember correctly, but you have to own Warhammer I if I am not mistaken.

I'm assuming if your friend is playing Thorgrim they own WHTW1? Do they have Grom downloaded before the campaign started? (Have them check the store page).

Playing as Thorgrim should require having Warhammer 1, so the only thing needs doing is claim Grombrindal from the appropriate storefront/Access, then he should be confederateable.

Edit: May have to start a new campaign, which is not ideal, but it's not a map change so it shouldn't be necessary.... but it might be. Try; it's free anyway.
