Just not the pure melee Nurgle lord which came with ToD.
If you're talking about why you cannot recruit them, you need to do research before you're allowed.
Calm your tinfoil theories.
A daemon prince cannot be researched, you can promote your lord at around lvl 20 I believe, 30 if undivided.
You could only choose the path to Nurgle/Tzeentch with the Chaos Sorcerer lord with the champions of Chaos DLC.
The basic Chaos lord could not align to Nurgle till the ToD dlc.
The research to recruit Nurgle lords is powerful patients, though I might misremember and that it's only for heroes.
Now i can get only from Sorcerer or buying last DLC which making pain, because i already have lvl 25 Chaos default lord and he cannot be promoted into Nurgle prince anymore (without last new dlc)
The reason they could go directly into a Nurgle daemon prince before was that there was no Nurgle dedicated melee lord (the step between the two). The latest DLC added one so now that isn't a thing anymore.
If you want a Nurgle Daemon prince (without the latest Nurgle DLC) you need to make a sorcerer lord, dedicate it to Nurgle, then make it a Daemon prince.
It would have been nice if they kept the ability for people without the DLC, but i can see why it disappeared.
He does not. Festus and Tzeentch used to be able to upgrade a undivided chaos lord (melee variant) directly into their god marked daemon prince. Azazel could do it with a chaos sorcerer lord (might still be able to, Havent tried).
The ability was removed at some point, likely once their god marked chaos lords was added in SoC and Tod.
So if you don't own SoC or/and ToD you indeed lost the ability to dedicate the melee lord variant to Tzeentch/Nurgle (as a daemon prince).

OP doesn't explain it very well, but read my post just before yours and it should make sense.
