"Used to the negotiating table, this leader barely considers the other faction's military strength during diplomacy."

Uhhh, what is diplomatic about that? Maybe Arrogant or Foolhardy would be a more accurate description, but diplomatic? Really?

Where´s evidence that these faction leader traits work anyways? Or how much impact they have on AI decisions?

It could also mean that anybody else would attack a weaker faction - instead of making a trade deal with them.

Also "Ignorant" would be more fitting.

Hmm - and for peace deals it doesn´t matter much, as the usual case is that You want to destroy any faction completely, as any peace deal means that they would declare as soon as the timer runs out again, or someone else conquers them, because they would only accept a peace deal when they´re completely broken anyways.

I assume they're trying to say that they can get positive diplomatic outcomes even when normally they'd have a diplomatic penalty due to faction strength. Negotiating away a large penalty would plausibly be diplomatic.
HElves (who got the diplomat trait) completely ignore strength when it comes to trades, alliances and NAPs. You could be the weakest faction on the map and they'll still ally you if they like you. Every trait you see on the diplomacy screen represents a certain behavior the AI has.

Also it means that when you're in a war with them, you could throughoutly trounce them from day one, they'll never ever consider your peace offerings. I can attest, as Harkon I had to wait until all war-related penalties (killed this, sacked that, mauled an ally) went off before they considered that maybe, just maybe, Morathi was the real menace.

This seems to be the case for most of the AIs. They rarely consider peace even if they have 6 settlements to my 150 and I have 6 stacks marching towards them and they have 2. Even the notoriously cowardly Skaven are like this.

Yeah they do. Some have effects on the diplomacy, others on the way they behave on the campaign.

never noticed any changes whatsoever. only dwarfs are noticable different. the rest play the same

If you're playing on anything above normal you won't. The difficulty settings strip away all identity different races have and railroads them. They all behave the same
