Report a translation problem
I wish I could only get Tzeentch units but I guess I will have to get content for factions I don't intend to play. Not like it's the first time, though. I had to buy the beastmen DLC to have the entire rooster of Khorne units unlocked.
Maybe I could play a quick Cathay campaign before the steam sales are over and see if I like the faction. Perhaps it could add some value to the DLC if I have at least two factions I like getting units.

Not really 100%, this guy is just the ultimate shill. Not 100% wrong either, but I'd still say: SoC is very much not worth it. Save your money sir.

Edit: do you even own the dlc? I don't think you do, considering you have a long history of hating on this game, the devs, and people who enjoy it. Which makes your opinion here irrelevant and further confirms that you're a bad actor.
Changling is... interesting. I like him as a lord, you can really really do a lot of unique things with his trickster cults, those are the ultimate mess with everyone or pump up your allies feature. If you can believe it they are brutal enough I managed to nearly paint the map in Tzeentchian Rebels as they took settlement after settlement painting the map in Tzeentch on Legendary. Very Tzeentch, very manipulative, I adore them.
I 100% get the complaints of it being a novelty campaign though. Without any ability to lose or being in any danger at all ever it's purely a chillax campaign where you do weird things like make minor factions paint the map for funzies. I imagine he'll be amaizing for coop campaigns, very much looking forward to trying that.
Overall if you like both beastmen and Tzeentch I'd call it worth it even if you aren't too interested in the rest. Beastmen get a lot of units from this dlc from both the Tzeentch and Kislev additions. Easily could be considered a 4 race pack rather then 3.
Yuan Bo is way to overpowered tho. If you feel like the other cathay factions are to weak, than he is fun. But I found the matters of state (which essentially gives him buffed province capitals at the end) made him feel like the strongest faction in general and therefore implying you shouldbjust dominate the whole world (buffed recruitment + buffed economy) - but since ordertide is a thing enemies were sparse.
