You need the "modify control" skill on heroes and lords (it adds control kn your regions and subtracts the same amount in enemy regions)
Also raiding and sacking helps
I did have some issues with reviving in the last campaigns since the rebellion is so weak it gets obliterated by the garrison, or even by the enemy lord +insta recruited RoR.
I therefore made an army just strong enough that the garrison would not try to break my encirclement and starved them till the rebellion was strong enough. (Did take like 10+ turns all in all to revive the faction I wanted)
They have the Spread Control skill. Would a stack of those with 2 points in the skill cause a pretty quick rebellion in enemy territory?
Since low control gives +8 control and the enemy might use comandements for additional control (and I believe difficulty also adds some positive control for AI-facrion) you will need like -20 control in skills alone to get some meaningfull progress.
Depending on the enemy -corruption might help as we'll, if its a faction that "needs" corruption.
