How?
There is a tech that you can buy with 5k imperium points. Once you research it, then you can confederate Gelt, Markus, and Volkmar instantly.
Confederation is double edged sword, it can create a lot of problems.
If you want to play as certain faction just play as it from start.
You should unify the Empire first that is Karl’s mechanic and goal.
Volkmar, Gelt and Huntsmarshal don’t have anything to do with empire lands.
The same reason why you'd want to confederate with other LL starts.
First, you get a huge income boost when you sell off far-flung LL lands and "bring the boys home." It's partly how I fund early- and mid-game rushes. Second, I also think the individual LLs - except for Markus perhaps - are stronger generic Lords you recruit. Finally, for flavor/role-play reasons. I have been a devotee of the tabletop game and the Warhammer fantasy literature for over two decades, so I feel attached to these LL lore characters (except Markus, who is really a minor player in the lore).

You have to beat her to her Elector regions and give them back. With a bit of additional relation buff the quickest to confederate her is turn 5.
