Army Spam
Seems the AI is able to afford WAY more forces than players. This becomes incredibly obvious when you play Empire and merge other states. All of a sudden your way in the red by thousands of gold. No way a regular player could have fielded armies like this. And, the AI is just spaming armies and piling them on. I just dropped a campaign where 4 khemri armies attacked me at once. WTF is this game doing? One moment you are off doing well, and the next some other faction just rolls you up. Diplomacy and what not just is not enough. Sooooo much warfare CONSTANTLY....are you like trying to play THE END TIMES?

Tomb Kings do not have upkeep.

That is the direct result of a completely braindead AI.
CA is absolutely incompetent in providing a decent AI so they resorted to this ridiculous buff storm for the computer players.

But hey, there is a new dog for people to play.

Play on a lower difficulty bud
Not everyone has to be like Legend that plays this game 8 hours a day lol

Yes the ai gets scaling upkeep reductions as stated in the difficulty options themselves, do keep in mind base income is also a thing so even if they didn't you wouldn't necessarily expect to be able to afford it anyway on confederation.

Tomb kings units and armies are all 100% free no recruit cost or upkeep. Quite the interesting faction i do recommend trying it!

Every faction gets a default income, if you have 4 empire factions they all get their own default income. When you confederate them this goes away and unless their territory is built up you will def be in the red. This means that there are numerous factors to confederating beyond can I.

The AI also gets reduced upkeep but once you get the hang of the game it's not much of an issue.

If you are having a hard time I would recommend turning the campaign difficulty down until you get a better understanding of the core game systems.

Like people said. It comes down to campaign difficulty. (don't confuse this with battle difficulty)
Legendary - AI get massive cheats, lower upkeep, big replenishment bonuses, makes more armies, recruits cheaper and superfast and remake them faster. They are very aggressive towards you.

Every level under lowers the cheats, they make fewer armies and recruit slower, they also remake them slower and are less aggressive.

So if you can handle high difficulty, it will actually put you ahead vs players on normal. More enemies to fight that come to you faster = more gold and experience = you progress faster. If you know how to play very well and are familiar with your faction - it is good and makes you snowball faster, high risk high reward basically.

I would love for them to finally fix AI so it makes smart decisions on campaign and battle maps, so they wouldn't need cheats on such massive scale. Just adjust difficulty.

After 24 years of Total War games, that should be common knowledge by now...

Some of that is also related to supply lines. Two factions with 3 armies each will cost less than one faction with 6. I'm not even sure if AI has supply lines.
