Sadly according to the wiki from the various army books they really don't have much left to to add outside of ♥♥♥♥ like gnobblar slingers which would just be a knockoff of skaven slingers.
Honestly what ogres need isn't more units or content what they desperately need is a faction mechanic rework. I feel like ogres would have worked better with something closer to the old style of horde factions, the tempts NEED to be movable, though I feel that it makes plenty of sense that the ogres established economy is ♥♥♥♥♥♥♥ because in lore thats how it works.
They spend so much time eating and its all they care about which leaves little time for infrastructure/farming/trade so It would also make sense to expand the contracts mechanic, give the ability to offer to join a war for a faction and give big reward bonuses for capturing certain settlements of the enemy etc.
... like Wood Elves and Beastmen?
They also could get things like Blood Vultures (which was essentially a missile attack for Hunter heroes but absolutely could be turned into a unit of fliers), Mournfang Riders with Pistols (an optional unit upgrade), Cragbeasts (massive, bear-like creatures) and maybe a few new things not taken from lore.
Characterwise they've got plenty to work with too - Ghark Ironskin, an Ogre Tyrant in full plate armour who rides a mechanical Rhinox, ♥♥♥♥♥♥♥ Maneater, the Ogre for whom all Maneaters are named after, and Jhared the Red, the first Hunter. Plus Bragg the Gutsman as a LH.

...if they are still going to get the DLC though after CA realized "we don't always want so big DLCs" who knows.
Wood Elves, Beastmen are DLC races sure, but you don't need to own them to play the Sisters of Twillight and Taurox; as if you buy just those, you will still be able to use all the base units provided by the original DLC; just not play as the original LLs.
It would be a "DLC for a DLC" if that wasn't the case and that you only had like the 4 units added by their DLC to play as unless you owned the original DLC as well(which obviously would de facto make it mandatory for playing the Sisters of Twillight and Taurox to own their respective orginal race DLC from WH1).
So that would be the same for an Ogre Kingdom addition. As long as you can play as the added OK LL without having to own the original OK DLC, having access to all units, then it's not a DLC for DLC and therefore it is compliant with CA's DLC policy.

And to answer OP, unless they stop making DLCs for WH3 earlier than they themselves originally expected, they will definitely make another Ogre DLC. its centerpieces would logically be the Thundertusk and Rhinox riders, and then it could add other stuff like Yhetees, and 2 gnoblar units for example, so very easy to fill 5 units; and they have 3 known character available so it's easy to have both a LL and a LH added as well as slaughtermaster regular lords, and ogre hunter regular hero for example.
Honnestly, even with the new standard 1LL 1 LH 1 regular hero 1 regular lord 5 units, oK's GW roster has everything it needs to fill all those slots in an additional DLC.
...And that's really all you need to know to understand that YES, CA fully intended to have at least one of such DLC down the line. Did or will their plans change, no one know, your guess is as good as mine.

He's been called since the first few editions. The term is much more often used to refer to cigarettes than as a slur in the UK (where both CA and GW are). And, as of now there are already 2 names in game that end the same as him, one of which was added only last year with the Chaos Dwarfs.
Rhinox Riders are already in game, they're just called Crushers.
They still followed the policy in spirit, since they really meant "you won't need to pay for any old DLC for any new paid DLC to work". So I don't think it really matters. But in a trivial way, they did technically do DLC for DLC.
