They didn't stop working at this game. Ever. Since Warhammer 1, to 2, to 3, with all its DLC.
And catching up to all of the work is yea.
Like trying to say, buying 100 League of Legends champions is expensive because they spent 5-10+ years creating an ensemble lineup.
Compare it to a regular game. They work on the main package. You pay the 30 to 60 dollars. And that's it. No new content.

vs pricetag and the amount of entertaiment you can get out of it, remember ai is still the same ai, i doubt that nurgle units got cheaper to recruit, attrition change still hasnt been reverted due to daniel; ai has still a base attrition reduction of 90%
sieges remain untouched, how many other factions turned obsolete? how many no fun allowed positions got created?
not to mention there are full price game or game expansions you can get for the same if not less money and pour countless hours in.
wait for the releas and objective reviews, i am sure the empty suits can wait a bit for their bonus to fly in

Not saying ToD won't be good, it probably is, just wanted to empathise that line of reasoning is flawed.
Quoting the PC Gamer article, you'll be able to purchase the DLC piecemeal. If you just want Tamurkhan, you can simply buy that faction for $9/£7.49/€9, which is similar in price to the old Lord Packs (though they included two legendary lords). If you want the lot, you can buy the full DLC for $22.92/£19.10/€22.92.
There was also talk of a 15% discount on any subsequent purchase if you buy each part of the pack separately. Not sure if regional pricing will be applied though.
alright lets compare this to tw2, i think the hunter and the beast is a good comparison. DLC was about the same price as this upcoming one, it had 2 new lords, 1 unit for each, no flc content, and no faction wide mechanic addons. Just 2 dudes duking it out.
How about the crone and the radiant, 2 new lords, 2 units, no faction wide mechanical adjustments, no flc, just 2 ladies duking it out.
Do I really need to go on about how this dlc literally adds so much value for its price tag relative to CAs average? Like, you say 3 lords and a handful of units and all i can say is ♥♥♥♥♥♥♥♥♥ they added more than 1 unit in a dlc pack and they added proper flc, thats some good ♥♥♥♥, and for like 25 usd thats not too bad.
