grudge settlers

do those new changes mean that, each grudge settler army spawned after new age now needs an initial payment to spawn them? or will they simply auto-spawn but have an upkeep

or worse, they both need gold to spawn and upkeep to maintain them?

the patch notes a bit vague.

The units themselves now have a recruit cost instead of being free from the recruitment pool. The grudge settler armies just spawn with less units in them now.
