You get them by buying their respective DLCs in the Steam store. There's quite a few of them so I'd suggest holding out for sales. I think you still need to buy the base games of Warhammer 1 and 2 to get some of them.

By buying the DLC's or Warhammer 1 or warhammer 2 (whichever you choose)

No, not really. You only need to buy the base games if you want the base LL's such as Grimgor or Tyrion.

There are also some free stuff that you can get either on steam or through Creative Assembly website.
/Not sure if they are still doing through their website

You used to click on a link, create an account, link it to your steam account, and grab the couple free lords that were there.
There is really just 2 or 3 I think.

There are a ton of DLC and it can get quite pricey to buy everything at once, if you're reluctant, just wait for sales and grab just the ones you want to play with.
The DLC make some Legendary Lords and Factions available to the player, but with or without the DLC, those factions are already in game and will be part of your campaigns (just non playable).

That means, you can possibly confederate them and play with them.
Albeit without their specific campaign mechanics.

You get them by buying the previous games and DLCs (though really you only need the DLCs as every faction has been in one at this point).

Here's all your options for unlocking each race:

  • Empire - Total War Warhammer 1, The Grim and the Grave (DLC), The Hunter and the Beast (DLC)
  • Dwarfs - Total War Warhammer 1, The King and the Warlord (DLC), Thrones of Decay (DLC)
  • Greenskins(Orcs) - Total War Warhammer 1, The King and the Warlord (DLC), The Warden and the Paunch (DLC)
  • Vampire Counts(Undead) - Total War Warhammer 1, The Grim and the Grave (DLC)
  • Warriors of Chaos - Warriors of Chaos (DLC), Champions of Chaos (DLC)
  • Brettonia - You get them for free.
  • Beastmen - Call of the Beastmen (DLC), The Silence and the Fury (DLC)
  • Wood Elves - Realm of the Wood Elves (DLC), The Twisted and the Twilight (DLC)
  • Norsca(Viking devil worshipers) -Norsca (DLC)
  • High Elves - Total War Warhammer 2, the Queen and the Crone (DLC), The Warden and the Paunch (DLC)
  • Lizardmen - Total War Warhammer 2, The Prophet and the Warlock (DLC), The Hunter and the Beast (DLC), The Silence and the Fury (DLC)
  • Dark Elves - Total War Warhammer 2, The Queen and the Crone (DLC). The Shadow and the Blade (DLC)
  • Skaven(ratmen) - Total War Warhammer 2, The Prophet and the Warlock (DLC), The Shadow and the Blade (DLC), The Twisted and the Twilight (DLC)
  • Tomb Kings(ancient Egyptian skeletons) - Rise of the Tomb Kings (DLC)
  • Vampire Coast(undead pirates) - Curse of the Vampire Coast (DLC)
  • Kislev - Total War Warhammer 3, Shadows of Change (DLC)
  • Cathay - Total War Warhammer 3, Shadows of Change (DLC)
  • Ogre Kingdoms - Ogre Kingdoms (DLC)
  • Khorne - Total War Warhammer 3
  • Tzeentch - Total War Warhammer 3, Shadows of Change (DLC)
  • Nurgle - Total War Warhammer 3, Thrones of Decay (DLC)
  • Slaanesh - Total War Warhammer 3
  • Legions of Chaos/Chaos Undivided - Total War Warhammer 3
  • Chaos Dwarfs - Forge of the Chaos Dwarfs (DLC)

Note you only need to buy one of these for the race to be playable if that's all you're interested in, you technically don't need all of them. So if you want Lizardmen for instance, all you need to do is buy The Prophet and the Warlock[//i] and they'll be fully playable; you don't need to buy TWW2 if you don't want it.
