It doesn't do a whole lot anyways.
Thats the point.
Problem is nothing is worth a massive hit to diplomacy or public order. Having one strong lord but a whole campaign map + diplomacy debuff is not interesting.
Even if the lord were made unkillable it would still be not that good considering victory conditions and map size.
The bonus / malus should have been made around 1 lord w/o including the rest of the faction.
It's also just for fun, no one is forcing you to use it.
Plenty of workarounds depending on the faction you are playing as.
I'm afraid I have Malus sporting the Khaine&Nemmy combo penciled in the very next spot.
