Pyrrhic Victory?!?
So I take out enemy army 1000 soldiers out of 1000. I had 1800 troops in 2 armies and ended with just shy of 1400 troops total left.

Game says pyrrhic victory. lol.

Devs need to look up definition of pyrrhic victory.
"A Pyrrhic victory is a victory that inflicts such a devastating toll on the victor that it is tantamount to defeat."

Thoughts? Was this a bug? This was clearly not a pyrrhic victory.

Okay, so exact numbers were 1863 deployed and 1369 left after the battle in my army.

Lots of ammo spent? Winds of magic? Health regenerated?

The game considers more factors than just "how many soldiers did each side lose".

Losing 400 level 9 ironbreakers, for instance, is much worse than losing 600 level 1 dwarf warriors.
Losing 3 thunderbarges is much worse than losing 400 ironbreakers.

Spending all of your ammo / winds of magic / most of your lords and heroes health also lowers the quality of your victory.

What the game accounts for is the shifting of the balance of power and all of the above factors (and I guess more) enter in the calculcation.
That being said, in game 3 the type of victory you get is completely irrelevant since the experience you gain is based on the value of the units you kill rather than giving you more experience the better your victory is.

I was empire, so yeah, lots of ammo spent and Gelt, so yeah lots of magic used.

I did not however lose a single unit or even come close really and only high tier units I have are the rocket and the mortar.

I lost nothing valuable, most deaths were hand gunners and spear men.

My heroes did take a beating with 4 of them at half health. Nothing else relevant I can think of.

CLOSE VICTORY

Does it matter? This has happened in total war games for as long as I can remember.

Dragon doomstack, zero deaths on your side, you can still get a pyrrhic victory, just for health lost

Ammo spend counts the same as losing models for victory conditions.
Same with winds of magic reserve used up.

HP, Ammo, WoM and leadership are all counted towards your balance of power. The more you lose of this power, the lower your victory score will be.

Bro, I have received pyrrhic victories for victories where I literally ended with 0 losses, 0 ammunition used (not that ammo should count towards the type of victory in the first place), and I actually ended up with more hp than I started the battle with. Pyrrhic victory. Epic algorithm right there.

Damage taken (regardless if cured) also counts against the victory result.

Battle result no longer impacts lord XP in WH3 so you can safely ignore it.
And as others said, it's all about how the balance of power goes during the battle, which includes, for example, ammo. Spend all your ammo without losing a single men and the game will consider it a close victory because you expended a lot of resources regardless.

It used to matter type of victory gave better xp but that's no longer how it works.

CLOSE VICTORY

You can get close victory with 0 casualties, is a Total War meme

Only really relevant for auto-resolve prediction.

And even that could say "decisive victory" but you'll need to replenish for 3+ turns afterwards.
