The grudges needed does go quite high, but the amount you get from defeating enemies and taking their cities also goes up. Around turn 85 and I'm getting at least 5k per greenskin city.
Overall, I think current mechanic is very stressful. I enjoyed it very much but I don't want to play dwarfs again for some time now :D In my opinion Malakai is currently the strongest faction in terms of MAP expansion. I didn't use movement bugs and on turn 70 I have 226 regions and 20 strong armies. I didn't achieve this even with Lokhir...
I ended up playing so aggressively that by turn 100 i only held the provinces with the most lucrative buildings because i thought i would eventually confederate everyone else.
Since Thorgrim, Ungrim and Belegar steamrolled everything around them i never found enemy armies/settlements with more than 2k grudges on them.
